DAVID SIGLOH, PRESIDENT
David Sigloh lives on a farm southwest of Kenmare. He and his wife, Penny, are retired farmers and retail business owners in Kenmare.
David is the board president of Burke-Divide Electric Cooperative. He serves on the board of the Kenmare Veterans Club and is a volunteer EMT with the Kenmare Ambulance Service.
He and Penny have three grown children and three grandchildren.

DEON VILHAUER, VICE PRESIDENT
Deon Vilhauer is a director on Capital Electric Cooperative’s board, where he has served for the past 13 years. For the past six years, he has also served on the NDAREC board. In February 2021, he began serving on the RDFC board.
Deon is a 15-year employee of the North Dakota Department of Transportation, where he is the chief pilot of the aviation division. One of Deon’s greatest goals is to allow those who live in rural areas or small towns to not be forgotten. He feels it will serve everyone’s best interests to keep rural areas vital and relevant. He is thrilled to serve on the RE&T Development Committee for NDAREC, which allows him to see firsthand the amazing work cooperatives do in rural areas.
Deon and his wife, who is an elementary school teacher, live northeast of Bismarck and have two grown daughters.

GREG RAUSCHENDORFER, SECRETARY
Greg Rauschendorfer was born and raised in the ranch life. He attended elementary school in a one-room rural school, then attended high school at Lambert Public School. He went to Montana State University in Bozeman where he enrolled in animal science and agricultural science. Greg returned to his rural community, Charley Creek, where he engaged in his fifth-generation family operation alongside his parents. Greg and his wife, Donna, have four children and 14 grandchildren.
Greg began serving the electric interests of Lower Yellowstone Rural Electric Cooperative in 1993. He has immensely enjoyed this journey, and his desire to serve the rural electric family remains strong. Greg was elected to the RDFC board in 2024, and he looks forward to embracing the challenge of learning more about this wonderful rural financing program.

CHERYL OSOWSKI
Cheryl Osowski earned a bachelor of science degree from the University of Minnesota-Crookston. She spent 17 years working at the University of North Dakota, serving as a personnel officer and the outreach coordinator at the College of Engineering and Mines. In 2000, she was elected president of the Northeast North Dakota Human Resource Association. She also served on the board of the Dakota Science Center. Cheryl was elected to the RDFC board in 2022 and serves on the board of Nodak Electric Cooperative of Grand Forks. She also serves as a bookkeeper for her husband’s business, REO Truck Repair and Salvage, LLC.
Cheryl and her husband, Robert, live on their farmstead northeast of Voss.

ALLAN ENGH
Allan Engh has been a director on SRT’s board since 1998 and is currently serving as president. He is a member of the SRT Economic Development, Annual Meeting and Board Retreat committees.
For 16 years, he also served as the mayor of Sherwood. Allan was a member of the Souris Basin Planning Council for 22 years. During parts of that tenure, he served on the executive board.
For six years, Allan served as a rural representative on the MAGIC Fund Committee, which exists to create jobs, expand the local tax base and improve the entrepreneurial climate in the region.
Allan resides in Sherwood with his wife.

JOCELYN HOVLAND
Jocelyn (Lura) Hovland serves as the manager of communications at Cass County Electric Cooperative (CCEC), where she leads initiatives that strengthen connections across rural communities through storytelling, outreach and collaborative partnerships. Her efforts have deepened relationships with nonprofits, businesses and civic organizations — ensuring the voices and values of North Dakota’s past and present are preserved and celebrated.
A lifelong North Dakotan raised on a farm and ranch near Carrington, Jocelyn brings a deep-rooted understanding of rural life and the importance of community. Her journey with CCEC began during her time as a student at North Dakota State University, evolving into a career centered on engagement, education and elevating rural voices. Her passion for the cooperative model and community development aligns with RDFC’s mission to support the vitality of rural North Dakota.
Jocelyn and her husband reside in South Fargo. Her daughter is currently a student at the University of North Dakota.

ARNOLD KAINZ
Arnold Kainz lives in Dickinson and is a director on the Roughrider Electric Cooperative board, serving since 2012. He is also a director on the NDAREC board, beginning service in 2020.
Arnold retired from a 35-year career in industrial chemical sales in North Dakota, where he has lived for over 70 years.

DANIEL JOHNSON
Daniel Johnson is a director on the Polar Communications board, and a member of First Holding Company board of directors. He has been in the banking and insurance industry for the past 32 years and has worked at First United Bank for the last 14, working out of the Hoople, Crystal, and Grafton offices. He is currently market president for the Hoople/Crystal banks and serves as president of First United Insurance board of directors.
Daniel was born and raised in north central North Dakota and graduated from Rolette High School. He received a degree in Agriculture Economics with an emphasis on finance in 1995. That same year he decided to make Hoople area his home.
Daniel is active in the community, having served 12 years on the Valley-Edinburg School Board, North Valley Vo Tech board, First Lutheran Church Council and volunteer baseball coach for the Valley Youth Baseball Program. He is past chairman of the North Dakota Bankers Association ag committee. He was also a Hoople Swimming Pool board member.
Daniel and his wife Diane have four grown children and one grandchild.
